a lot of frameworks/generators cache stuff locally (ex: part of the build, and only rebuild what's necessary), it looks like the same may be true for zola. Usually they're hidden under a special directory and wouldn't be pushed up to Github, so it has to go from stratch

You could enable a VPN in another country to test hitting a different Cloudflare colo, but otherwise it's just down to routing over the internet with your ISP, Cloudflare, etc.
