Not necessarily. The fastest path isn't always the cheapest. With Argo they'll optimize routing for the fastest path, even if it means more expense to them.

Outside of the ISP stopping acting like a fool, there's not much even Cloudflare can do - you can see they're trying to get them to stop in the link above, but legal cases take time. Changing IPs will just result in more IPs getting blocked, so I don't imagine is a solution they're comfortable with.
