When i try running an rpm file

DBazzite does not allow the installation of rpm files unless done through layering. Plus you can just install it using Bazaar search Spotube
Dor you can run in the terminal flatpak install spotube
FFor further information Bazzite has documentation on software management and the prefferred means. RPM or layering is one of those things you only do if you have no other choice with the alternatives.
