Alan Wake 2 DLC/EOS overlay issue

So i'm pretty sure it's an issue with EOS overlay, as I am able to launch the game totally fine when I have it disabled, but the DLC for the deluxe edition don't show up and i get a popup saying failed to verify (I just click continue offline and it goes to the main menu). Then when I enable EOS overlay the game launches, shows the first 3 logos, a blue bar that looks like something loading at the top with an x in the top right, then the blue bar dissappears and it sits on a black screen.
Things I've checked/tried:
-DLC's are purchased
-EOS is updated
-corefonts installed
-d3dcompiler_43 and 47, vcrun2022 installed
-logged into epic and didn't get a eula popup on the website so i assume its accepted
