That is entirely expected. Those are values your driver reports and seems like your driver is unable to support Swapchain sizes that don't exactly match the window size.

Iirc it can also return 0 for a dimension if there is no limit or something. Check the spec!

That's what I thought. In the program.cs code I added the code shown in the Tutorial 1.1 - Hello Window. Visual Studio starts throwing errors on "using" statements at the top of the code. It is .NET Framework.. The error given is: The type or namespace name 'Silk' could not be found (are you missing a using directive or an assembly reference?)
