BIt's actually there already. That's what the UI uses underneath and it's fairly complete (the primary users are UI & wrangler). There aren't plans any time soon to actually stabilize and document it though.

Terraform can store state remotely in S3 and lock that state with DynamoDB.
BIt should work. Existing token creation should work modulo the secret id for R2 is sha256(real token id)
