I’ve already rid myself of this issue by purchasing a new domain and dumping the faulty one.
What I can tell you is that the issue occurs for domains that have been previously used on Cloudflare by old owners

Only happening for the specific domain I'm trying to setup. IIf I put a random fake one, the setup works just fine

Same issue. Absolutely no current or past invoices, unable to complete domain setup because it won't let me continue past selecting the plan.
