Winter Base layer

Which is better for a base layer in winter? 1. Type: What is the difference? A. T-shirt B. Undershirts C. Thermal shirts 2. Material: Is it true that cotton is inadequate, and only synthetics or wool should be worn? 3. Sleeve length: Short or long-sleeve? I already have cotton, short-sleeve T-shirts, so I would prefer to use them if possible. For context: I'm not don't any have heavy outdoors activites like hiking or sports. The temperature where I live hits 60- 70 F highs and 40-50 F lows, so the winter is mild. My tops will be the baselayer, a basic crew neck sweater, and and lightweight jacket when it is windy.

How to know if outerwear is needed?

There temperature where I live drops to 50-41° F at most. Do I need outerwear or would sweaters be sufficient to keep me warm?

How many sweaters should I get?

I'm building a minimalistic wardrobe. Sweatshirts and hoodies are considered athletic wear where I live, not casual, so I'm going with sweaters instead. Aside from smart-casual outfits, which I will be getting another sweater/shirts for later on, how many sweaters do I need for a minimalistic collection? I do the laundry weekly. My casual collection for reference: T-shirts - 8 Jeans - 1 Sneakers - 1 Note: outerwear isn't needed where I live.

I'm trying to build a new wardrobe from scratch starting off with T-shirts. I like one color and would like to stick to it. Is this ok or are there other must-have colors, and why?
