I think I'm having the same issue on a much less powerful handheld. Basically the GPU stays at minimum clock speed when playing games or at the steam menu (gamescope) except when opening and closing menus in the overlay. It actually almost seems like it's set to 20fps as my desired fps so it just reduces the fan etc until I get 20fps.
