Compatibility with Create: Above and Beyond 1.3 for MC 1.16.5
That worked without changing jar versions. (ATLauncher picked these) So my client is forge 36.2.20 and server is 36.2.34 but it works even though the DH page says the 1.16.5 mod is compatible with 36.2.39.

If you have this issue, try disabling auto updates on the server. I found my config file in my server folder at \config\DistantHorizons.toml. Find the line with "enableAutoUpdater = true" and set it to false.

I checked this server for that DEDICATED_SERVER bit and someone else said disabling auto update made it work! I turned that off and the server started up!
So I get to post a solution instead of question today. 😇

Well it won't let me put the crash details, but I found this:
Description: Exception in server tick loop
java.lang.ExceptionInInitializerError: null at loaderCommon.forge.com.seibel.distanthorizons.common.AbstractModInitializer.checkForUpdates(AbstractModInitializer.java:180)
...
Caused by: java.lang.RuntimeException: Attempted to load class net/minecraft/client/Minecraft for invalid dist DEDICATED_SERVER
