The options, ("Delete Account") and ("Data Transfer Outside EEA") will only appear if your account had been registered and created inside the European Economic Area (EEA) or if you have switched your country/region to one of the countries in EEA. Under the General Data Protection Regulation (GDPR), you will not be able to transfer your account or its data outside of Europe.
As for the "Data Transfer Outside EEA" option, if you select Accept, then nothing will happen and you will be returned back to the basic settings. However, if you select Disagree, you will be prompted to delete your account.
