no? the scroll callback is called when the wheel is scrolled and just returns the offset since the last time the callback was called
so it resets itself

you can do something like glfwGetKeyDown (idr the actual name, something like that) to check if a single key is held
apart from that, no, but it's really not that complex to deal with
