You can apply for it through in-game by navigating to the map selection menu and selecting the WOW option and tap on Become a Creator option.

Most of the players are from Asia server...but it is matter of great regret that the Asian community is not active ...while other server such as Europe /Mena/LATAM are regularly holding many events like tournaments (solo/duo/squad)with huge PRIZEPOOL ,, exciting giveaways,,nation vs nation,, scrims with prizes ,,fun events and many more .....
