JYou could run middleware on every endpoint including over static assets, and fetch them via
env.ASSETS.fetch

Cno clue sorry, if it helps at all direct uploads are currently unlimited and don't count towards that (either via wrangler, or the pages action), it's just when you use pages ci/cd
