It states there must be at least one include and does not say the same about excludes, so my assumption would be that only the values in includes will invoke functions in that scenario but I can’t find anything which states that.

Excludes are not required. There’s that section about the route.json file under the docs you linked which explains the behavior of include/exclude

I assume that locally you're running your code in node.js, and if that is the case, the reason is that the library you're using doesn't properly account for different runtimes
