I have a bit of an odd question that might not be related to pages, but I want to setup a proxy through my site for a download from a GitHub action so that the download is easily accessible in mainland China. Is there a way to accomplish this?

You could add a step to the action to trigger a Pages build after the data has been updated to fetch it, or you could use a function to fetch it each time (especially if the file is >25MiB)

You might be able to. I’ve never tested if workers can use a wildcard but I believe they can

Would that approach work with a 400MB download? I'm just worried that if the function is re-fetching 400MBs with every request, that could quickly turn into GBs after a few hundred of thousand requests

400MB on Pages I'd personally avoid it, put R2 in the middle and use that to serve the file.

It states there must be at least one include and does not say the same about excludes, so my assumption would be that only the values in includes will invoke functions in that scenario but I can’t find anything which states that.

(It seems like a reasonable assumption and would be easy to test but the software developer in me has learned through experience that if a behaviour is not explicitly documented as intended, it cannot be relied upon.)

Excludes are not required. There’s that section about the route.json file under the docs you linked which explains the behavior of include/exclude

I assume that locally you're running your code in node.js, and if that is the case, the reason is that the library you're using doesn't properly account for different runtimes
