Za URL is a resource locator — it tells where an exact resource is. If the resource is different even with the same path, is it a uniform resource locator?

BI am trying to set up presigned urls so people can upload from browser. I get the OPTIONS request to return 204 - no content. Which is great. The preflight request is passing, but then the actual PUT request fails with 403 forbidden. What am I missing? I am not connecting the dots. Thank you
BI removed my custom headers and it seems to work now. I thought r2 supports x-amz-meta-* headers.
