it's an index - if you do rpm-ostree status you'll see them in order, usually 0 and 1

Very random question, does anyone know why the grub entries are repeated for every atomic desktop and every video tutorial I've seen for Bazzite or Silverblue etc? Are the duplicate entries a safe mode or something?
