I had the same thing recently when I needed to roll back. I found hitting f7 to open uefi, then selecting bazzite, then hit escape once, reliably brought up the menu

The Steam flatpak can't provide any sort of system integration, that's the biggest reason not to use it.

Like, gaming mode is pretty much a desktop environment, and you're not supposed to ship DEs in Flatpak. DE apps, sure. Not DEs.
