Ya, thats a weird one. You are correct. Without TelemFFB, pedals should exactly mimic what your joystick X axis does from an FFB perspective. It will get the same commands from DCS for spring force as well as (aileron\cyclic-x) trim position.
When you re-plug the joystick after DCS has started, DCS never sends the "reset all effects", so your spring remains active. I would guess though that you don't get dynamic forces in a warbird when doing it that way?
When I see weird stuff like that, I always recommend a DCS slow repair. Usually it doesn't help, but its always worth a shot :).
