Again, the spec probably just goes over what would ever be neccesary so it doesn't have to be replaced.

Technically you get a higher dynamic range with peak brightness windows, but that's more of a technical limitation rather than a feature

That's a pretty goofy statement. HDR is at its best right now with content meant for TVs like movies and television shows. Stuff like YouTube HDR will always be dependent on the person creating the content because it is not a curated platform
