there should be a clear promise which POPs are available to you.It's just not consistent though, due to traffic manager/CF automations removing/adding plans to PoPs/colos as usage fluxes, and rerouting for other reasons. External factors too, like ISP routing. DTAG in Germany wants paid peering, which is expensive and CF can't realistically pay for free plans with their pricing, as a result even though fra/germany used to be a free plan routable and therefor can be assumed to have capacity, outside of higher plans where CF is paying for transit/routing partners paying their fee, realistic customers in germany on dtag aren't routed there
