There's no hard answer or any guarantees outside of a custom ent contract, speaking purely in terms of POPs made available/not available to you due to capacity issues, plans are kicked off for capacities sake in order of free -> pro -> biz -> ent. Some PoPs just never have capacity for specific plans though, among other routing decisions. What's happening with SYD right now looks much more transient in nature though, for clarification I'm not a cloudflare employee but have plenty of monitoring, and can see about ~1 hours ago routing started going all wonky over there, I'm sure they know internally but will see if we can escalate/should get a status page
