Fallout 3 GOTY (GOG) no controller response

Controller confirmed plugged in and functioning.
Controller Model: Hyperkin DuchesS (Xbox Series and Xinput compat)
Adding to Steam and using Steam overlay input does not cure.

Game detects the controller when unplugged/replugged, but refuses to operate after. Was able to move a menu option with the dpad before all input was lost again.

Controller miraculously works after random futzing with menus in game and unplugging/replugging controller multiple times.

The controller is behaving like a mouse. Right stick moves the cursor and right trigger is left click.
I have no idea what's going on here.

Heroic now blinking in and out of controller/desktop UI mode for what seems to be every frame my (actual) mouse is moving

I think now the game is always thinking I'm holding up on the stick or dpad when controller is enabled.

It's Steam.
Somehow Steam is messing with programs outside of itself.

I've ensured the majority of Steam controller settings are off,
No home button chord, no desktop controls, nothing.
It seems to have worked. Game appears playable (as playable as Fallout 3 has always been at least)

yeah steam often overrides the controller state (this is true in windows too

It hadn't done this for me until running this game specifically and I hadn't messed with the default controller settings since installing Steam on a new OS install.
Crazy.
Hopefully someone else having similar issues may find this thread in the future.
