No, creating the replicas is immediate, although the couple first requests per location will go to the primary until the replica boots. The most common case of not using replicas is when the request rate is not high enough, for example if you do a request every few minutes in each region then most likely all of them will go to the primary.

We know a small bug on our side for the "enabling" itself which we plan on fixing soon, so if you send constant traffic to your DB and still get no replicas, try disabling it and re-enabling it, and if you still get no replicas DM me your details to take a look.
