For such issues, you can only contact the customer service through in-game. Email is only meant for general queries and cheater reports. It is up to you if you want to reach out to them from another device. Personally, I would suggest to wait until they get back to you.

That means your payment is not reaching the developers for some reason. It might be an issue either from your bank or Apple. If you do not get any response within the next 48 hours, get a refund from Apple and avoid purchasing from in-game.
