I could solve it today.
I connected the red and black on Fan 5 and then enable the pin PD15.
The PWM remained on the tool board.
Using the fan 7 (it´s a always on) didnt work for me at all.
Here is my printer.cfg in case someone has the same problem
[fan]
pin: !toolboard_t0: fan_part_cooling_pin
cycle_time: 0.0004
enable_pin: PD15
The build guide needs to improve a lot on this part, because a lot of people had this kind of problem

it didnt work for me.
The guide says that the PWM should be connected to the toolboard, and it's definetely not working, I tried to connect to the Octopus F407 and no changes as well.
Using a V-core 4 500 Hybrid.
I tried 2 different part fans.
