Why I can't change my name
It's not 14 symbols long, why pubg mobile thinks that it's 14 symbols long if its not? Also when I try to pit new name on English it's says "name is already taken" (or something like that, also it's Russian on screenshot)

A 14-character string will generally be longer in Russian than in English. This is because Russian words and syllables tend to be longer on average than English word.
Clan can't participate in current clan battle.
I had registered my clan for the new clan battle and received a confirmation and notification. But when I try to access the clan battle, I get this notification that my plan is not participating in the clan battle.
