I tried going to settings > Env variables and adding a new env variable:

NODE_ENV=staging

NODE_ENV=staging

but it didn't work
after rebuilding, NODE_ENV is still set to

production

What are you doing that you want compat with workerd and other runtimes? I dont think picking a framework solely for compat with the most runtimes is the best option and just use whatever works for the runtime you actually use

PHP isn't supported on Workers or Pages Functions, they only run JavaScript and WebAssembly.

What i mean is what netlify does with

it takes the toml files
