I've had a breakthrough! Overclocking Nvidia is totally possible on newer cards without requiring X11 using the new NVML library and a python script to easily write into the required C calls.

I will mention: GWE as installed by Bazzite Portal is worthless even in an X11 session as GWE still requires the coolbits flag to be modified in etc/X11/xorg.conf. Modifying clocks in this way does not seem possible in a safe way in Bazzite as it requires X11 to be running as root.
I would recommend anyone else looking to set clocks on nvidia to try the NVML route.

AThanks. Should I just update testing for to try this? Also, I suspect that the script will need to be modified to not work in nested desktop
KIt hasn't built yet but after a build yes, do you by chance know the work around that was necessary for nested?
KI can apply that before it builds just so it's done and ready

Aconfirmed that it works, also one more minor change required for the script. it should rotate left, not normal. here's the script I used
