To be clear, the normal experience when starting DCS is as follows:
- During startup, FFB device will go limp as DCS sends a "reset all effects" command when it is loading.
- In DCS menu, spring will continue to be limp
- Depending on the module
- when you get to the 'fly now' screen, the stick may remain limp or may go to center at full spring force
- after loading into the aircraft, again, it depends on the module but typically...
- Warbirds
- On the ground - Stick will be limp as no air is flowing over the control surfaces
- at speed/in the air - Spring force will tighten up as you increase speed
- FBW Jets
- spring force should be constant
- Helicopters pretty much always have spring enabled except when pressing the trim release button or in the UH-1 with the force trim switch disabled

Are you, by chance, running a local Dedicated Server instance of DCS? (There's a bug that I dont think got fixed where the server ceases control of FFB if it is started after the game instance)
