For cloudlfare r2 storage, if I am storing static images. If I use cloudflare's caching and the images are properly cached, will I be able to avoid a class b read operation on a cached image or does caching only help avoid egress and not reads?

IIRC it is to prevent abuse/bugs/other stuff, so that you can't accidentally have a Worker that makes millions of requests without stopping
