IIRC it is to prevent abuse/bugs/other stuff, so that you can't accidentally have a Worker that makes millions of requests without stopping

actually: when creating a wildcard worker route, you do need to create a record with any IP address first so that the DNS resolves for the domain, the example uses 192.0.2.1192.0.2.1 which is an IP address that routes nowhere and is safe to use as a fake origin to put an originless worker on top of
