It was banned for 10 years about 2 years ago. I believe this ban happened due to actions made by the previous owner, not by me.

Yes you can get back the Lucky Vouchers you spent on upgrading your super car's features by increasing your Vehicle Collection Perk level.
You can increase your level by owning more super car skins from the same series.
You need to own 3 super cars in total, all from the Transformers series, to unlock Level 3 perks and get back the Lucky Vouchers you spent on unlocking Exclusive Rim and Elimination Crate perks....

Recovering an account over 3 years ago
This seems a bit far-fetched, but I really want to have this account (I'm sure anyone in my position would as well).
tl;dr, my whole pc was ratted (silly me), and I was force to a position to wipe all information and social media and start over, therefore permanently removing my google and facebook account that has more than 10y of memories and data. This obviously included my PUBG Mobile account that I connect to, and so permanently locking me out of the account.
I did not remember a way to link phone number / email during the time (I sound old LOL), but I tried the normal route of going through the record portal and submitting a record. However here is where I got really confused....
