I dont see anything abnormal in your settings. You haven't said what your expectations are yet, only that you aren't achieving them.

Taking the TelemFFB effects module out of the equation...

The first indication that DCS is "talking FFB" to your device is that the stick will go limp as soon as DCS starts. When you load into a module, depending on the type of module and how it implements FFB, the stick will take on those characteristics. If you jump into a warbird cold and dark or sitting at the end of the runway ready to take off, your stick should be flopping around. If you hot-start in the air, there will be spring tension.

If you jump in a FBW jet, the stick will just a have a constant spring force.
