VThat's highly dependent on what CPU generation and even what CPU you're talking about. Ryzen 7000 on desktops is quite hot, I think 5000 series was quite reasonable.

©Power usage depends on what you run guys.... CPU's don't use power that much when idle...

VIt's possible, but the reason nobody does it is because it's kind of pointless. CPUs are supposed to get at least fairly hot.
Adepends where you from and place u living cuz it can be unfairly hot temps cpu or gpu
